The House Select Committee on Property Tax Reduction and Reform met earlier this week to discuss a proposed constitutional amendment to property tax levy limits. A draft of the proposed constitutional amendment can be read here. The proposed amendment would impose more stringent limits on how much local governments could increase property taxes, with exceptions such as high inflation or population growth.
Following the Select Committee’s meeting on Tuesday, Speaker Destin Hall shared on Facebook, “Property taxes are out of control. Families are getting ripped off as counties like Wake and Cabarrus rake in billions more than inflation and population growth warrant. It’s time for REAL reform. Levy limits will stop runaway property tax hikes and protect NC taxpayers.”
North Carolina’s state level tax reforms since 2011 clearly demonstrate that key government functions can still be paid for while keeping taxes low. In 2026 the state personal income tax is down to 3.99% from a high of 7.75%, with government services still being funded.
