Many homeowners across the state are facing higher property tax bills, thanks to 2026 reappraisals where most counties saw significant increases in assessed property values. That translates to higher tax bills even when the tax rate stays flat.
In response, the North Carolina House passed Senate Bill 889, Property Tax Reappraisal Moratorium, with a bipartisan vote yesterday. It passed the Senate in May, where it also received bipartisan support. The moratorium would give property owners one year of relief before the new values kick in.
Conservatives in the House have pushed a couple of related efforts this biennium to help North Carolina families survive tight budgets. Two proposed constitutional amendments head to voters this fall. The first proposal would place levy limits on municipalities seeking to raise property taxes, and the second would lower the maximum income tax rate from 7% to 3.5%. A poll conducted by Carolina Leadership Coalition this spring found voters overwhelmingly support both measures.
