House conservatives furthered their forward thinking, pro-freedom legislative agenda, passing two constitutional amendments aimed at keeping taxes low and overrode Gov. Josh Stein’s veto of House Bill 87.

Property Tax Levy Limits
We’ve covered in recent months the work done by conservative House leaders to examine methods to rein in property tax hikes by local governments. House Bill 1089, Constitutional Amendment Property Tax Levy Limit, passed on a 73-46 vote.
House Bill 1089 now goes to the Senate where it awaits further action.
Income Tax Cap
Senate Bill 1080, Lower Taxes for All NC, passed the Senate yesterday and also passed with a 73-46 vote in the House today. In a poll commissioned by Carolina Leadership Coalition last month, voters indicated they support lowering the maximum income tax rate in North Carolina by a 74% to 19% margin.
Veto Override
House Bill 87, Educational Choice for Children Act (ECCA), aligns state law with new federal law championed by President Donald Trump, allowing for tax credits for donations made to certain organizations that grant scholarships. House conservatives have made significant expansions to school choice in recent years, with over 100,000 students participating in the Opportunity Scholarship program.
